The Office of the Director General’s Special Envoy for the Regional Response to the Venezuela Situation (OSE) is based in Panama City, Panama, and leads IOM’s coordination and operational oversight for 17 countries in Latin America and the Caribbean operating under the framework of the Regional Refugee and Migrant Response Plan (RMRP), while serving as co-lead with UNHCR of the Inter-Agency Coordination Platform for Refugees and Migrants (R4V).
   
The OSE provides support to national platforms and assists country offices with information management, communication and resource mobilisation related to the regional response to the Venezuela situation. OSE is also responsible for political liaison and co-leads the Technical Secretariat of the Quito Process together with UNHCR.  

In November 2019, Diego Beltrand was appointed Special Envoy of the Director-General for the Regional Response to the Situation in Venezuela. Mr Beltrand is responsible for overall and overarching political liaison, implementation, response monitoring and fundraising under the Regional Refugee and Migrant Response Plan (RMRP), as well as other activities related to IOM's response. He also co-chairs the Regional Inter-Agency Coordination Platform with UNHCR.
