WHO WE AREFollowing the UN Secretary-General's request to IOM and UNHCR to co-lead the regional inter-agency response, the Office of the Director General’s Special Envoy for the Regional Response to the Venezuela Situation (OSE) was established in 2019 to coordinate IOM's assistance for migrants and refugees from Venezuela.

What we doThe Office of IOM´s Special Envoy for Migrants and Refugees from Venezuela is responsible for the coordination and oversight of regional projects within the framework of Venezuela's Migrant and Refugee Response Plan (RMRP) in South America, North America, Central America and the Caribbean, working closely with implementing missions and Regional Offices.

IOM's Inter-Agency Coordination Unit within the Office of the Special Envoy is responsible for the coordination of the Regional Inter-Agency Coordination Platform for Refugees and Migrants from Venezuela (R4V), co-led with UNHCR.
One of the cornerstones of the R4V Platform, the Refugee and Migrant Response Plan for Venezuela (RMRP), provides a coordinated and strategic roadmap for 228 partners in 17 countries across Latin America and the Caribbean. The RMRP follows a sectoral approach to ensure that the most urgent humanitarian, protection and integration needs are met. Complementing the work of host governments, the plan outlines the priority activities and budget needs of organizations applying for funding under the R4V.
Since a large number of refugees and migrants from Venezuela have been settled in various host communities in the region for several years, starting in 2023, the RMRP has a two-year coverage to address the growing need of developing medium- and long-term plans to more efficiently achieve refugee and migrant integration objectives.
