WHO WE AREFollowing the UN Secretary-General's request to IOM and UNHCR to co-lead the regional inter-agency response, the Office of the Director General’s Special Envoy for the Regional Response to the Venezuela Situation (OSE) was established in 2019 to coordinate IOM's assistance for migrants and refugees from Venezuela.

What we doThe Office of IOM´s Special Envoy for Migrants and Refugees from Venezuela is responsible for the coordination and oversight of regional projects within the framework of Venezuela's Migrant and Refugee Response Plan (RMRP) in South America, North America, Central America and the Caribbean, working closely with implementing missions and Regional Offices.

Signing of agreement between IOM and Coalición por Venezuela
April 5, in Panama City, a Framework Agreement was signed between the Office of the Special Envoy for the Regional Response to the Situation in Venezuela and the Federation of Diaspora Organizations "Coalición por Venezuela." Both organizations have been working together for more than two years on behalf of Venezuelan migrants and refugees.
"For us, migrant organizations are part of the answer. They are major factors in the reception, protection and integration of their nationals. Therefore, this agreement is an institutional umbrella to develop different activities that we have already programmed and others that will be born in the future," said Julio Crocci, Coordinator of Intergovernmental Processes and Civil Society of the International Organization for Migration (IOM).
Juan Carlos Viloria, President of the Coalition for Venezuela expressed his gratitude for such an important step, "The signing of this agreement is a historic milestone, where we are recognized as key actors to ensure the regularization, integration and reception of our Venezuelan migrants".
The event, which was held at the headquarters of the United Nations in the City of Knowledge, was attended, among other personalities, by Alex Coissac, Head of Operations of the IOM Special Envoy's Office, Eduardo Leblanc, Ombudsman of Panama, Kim Lee representing the Government of the United States, Samira Muaci, High Commissioner for Human Rights, Alejandro Fuente of AECID, Orlando Soto of CAVEX and Adriana Rincón of Activados.
"We know the importance and the positive impact that Venezuelan migration has had on our country and although we have made efforts in the area of migration, I believe we are still in debt," said Leblanc, the Panamanian ombudsman. "My presence here is one more act of support," he added.
Those in charge of formalizing the signing of this important agreement were Juan Carlos Viloria Doria of Coalición por Venezuela and Diego Beltrand, Special Envoy for the Regional Response to the Situation in Venezuela IOM, who participated virtually.
